It's seems like cheating to a lot of you. But if it is the path to a once in a lifetime chance - I get it. Florida allows HS participation up until 19 years and 9 months. Every sport does this. It isn't changing. Example, a kid wants one school and one school only (his dream school) coach says not happening, but if you PG you have a spot.
