Why spread it around? If someone is good enough to win it two times in a row then let it be. It's dumb to think just because someone won it already, but are still the best the following year they shouldn't get it again.
I agree, there is no way that any of those girls is clearly better than any in the top 5-10. Should be no 2x winners.
