Fairness for the top teams never was part of the equation for public schools. Just like in the classroom where they care very little about GT and AP kids, the MPSSAA just wants to include everyone. Much like in the classroom, many of the kids included on these bottom tier teams don't care about playoffs. In this everyone gets a trophy society, it is much more important to open the playoffs to every team than to spend any time or energy on making a decent playoff system.

You may be right, its just wild you have teams "Making" & "advancing" in MD State playoffs that literally cannot field a starting lineup.
