Very strange agreement. What were the programs afraid of? You play the game and one team wins and the other losses. That is called competing. Agreeing not to play prior to play begins is darn strange.

I don't know if this is relevant, but given the line-up for 2026 at that event, a Towermen/Tigers final was a virtual guarantee.
Towermen play the Tigers in the WSYL this week, same bracket. They didn't want to play against each other knowing they were playing a few days later.
