There is a division in the HOCO league called Elite.(First reason that might jump out at ya)
These 10-12 teams are just that much better than any other teams at this age group.(2nd reason is obvious too)
Its pretty simple what makes them elite
This is a title given by League ,Tournament officials ,Clubs and Coaches
